NPS Releases Guidance on Functionally Related Properties

The National Park Service has released significant new guidance on functionally related buildings and revised guidance on certain applications of the Secretary of the Interior’s Standards as they relate to interior spaces. Both of these releases reflect strong advocacy for these changes over many years by the HTCC.

In addition, attached is a copy of the Final Report on the Implementation of Program Review Recommendations and Action Plan (the “Salazar Report”). The Final Report summarizes the actions taken to implement the results of an internal review on promoting the use of the Federal Historic Preservation Tax Incentives Program in urban and economically depressed areas, as requested by former Interior Secretary, Ken Salazar.

 

The recommendations and action plan were the result of the internal program review that followed the January 25, 2013, meeting held in Detroit to discuss ways in which the tax incentives program can help spark development in communities that have faced significant long-term economic challenges.

Furthermore, NPS sough to address some common concerns in historic rehabilitation projects, including issues with historically-finished secondary spaces and interior spaces in highly deteriorated condition.
